Bắt thêm 6 bị can trong vụ án đưa, nhận hối lộ xảy ra tại Cục Lãnh sự

Cơ quan An ninh điều tra ngày 25/7 đã thông tin về kết quả mở rộng điều tra vụ án đưa hối lộ, nhận hối lộ xảy ra tại Cục Lãnh sự Bộ Ngoại giao.

Trung tướng Tô Ân Xô, Chánh văn phòng kiêm người phát ngôn Bộ Công an tối 25/7 xác nhận, Cơ quan An ninh điều tra đã khởi tố, bắt tạm giam, khám xét đối với 6 bị can gồm: 

Bà Nguyễn Mai Anh (SN 1976, quê Quảng Ninh), chuyên viên Vụ Quan hệ quốc tế Văn phòng Chính phủ; Ngô Quang Tuấn (SN 1984, quê Hà Nội), Chuyên viên Vụ Hợp tác quốc tế Bộ Giao thông vận tải; 

Trần Văn Dự (SN 1961, quê Thái Bình), nguyên Phó Cục trưởng Cục Quản lý xuất nhập cảnh Bộ Công an; Vũ Sỹ Cường (SN 1986, quê Hưng Yên), nguyên cán bộ Cục Quản lý xuất nhập cảnh, Bộ Công an; 

Cả 4 bị can nêu trên bị khởi tố tội Nhận hối lộ theo điều 354, Bộ luật Hình sự.

Cơ quan An ninh điều tra còn khởi tố, bắt tạm giam Bùi Huy Hoàng (SN 1988), cán bộ Cục Y tế dự phòng Bộ Y tế về tội lừa đảo chiếm đoạt tài sản; Nguyễn Tiến Mạnh (SN 1979, quê Bắc Giang), PGĐ Công ty CP Du lịch thương mại Lữ hành Việt về tội Đưa hối lộ; 

Sau khi Viện kiểm sát nhân dân Tối cao phê chuẩn, Cơ quan An ninh điều tra đã thi hành các quyết định trên đúng quy định. Cơ quan An ninh điều tra tiếp tục điều tra, mở rộng vụ án để xử lý nghiêm theo quy định.

Đây là diễn biến mới nhất khi Cơ quan An ninh điều tra mở rộng điều tra vụ án "Đưa hối lộ, nhận hối lộ" xảy ra tại Cục Lãnh sự Bộ Ngoại giao, Hà Nội và các tỉnh, thành phố. Ngày 25/7, Cơ quan An ninh điều tra Bộ Công an đã ra quyết định bổ sung quyết định khởi tố vụ án hình sự "Lừa đảo chiếm đoạt tài sản". 

Trước đó, cuối tháng 1, Cơ quan An ninh điều tra có quyết định khởi tố hàng loạt bị can liên quan vụ án Đưa, nhận hối lộ xảy ra tại Cục Lãnh sự Bộ Ngoại giao và các đơn vị, địa phương liên quan.

Vào tháng 4/2022,  ông Tô Anh Dũng, Thứ trưởng Bộ Ngoại giao bị bắt để điều tra về tội Nhận hối lộ. Cùng bị bắt với ông Dũng có ông Phạm Trung Kiên (SN 1981, quê quán Thái Bình), chuyên viên Vụ trang thiết bị và Công trình y tế (Bộ Y tế); ông Vũ Anh Tuấn (SN 1979, tại Nam Định), nguyên cán bộ Cục Quản lý xuất nhập cảnh Bộ Công an.

Trước ông Dũng, hàng loạt bị can tại Cục Lãnh sự (Bộ Ngoại giao) bị khởi tố, bắt tạm giam gồm: bà Nguyễn Thị Hương Lan (SN 1974, quê quán Hà Nội), Cục trưởng; ông Đỗ Hoàng Tùng (SN 1980, trú Hà Nội), Phó Cục trưởng; ông Lê Tuấn Anh (SN 1982, quê quán Hưng Yên), Chánh Văn phòng; ông  Lưu Tuấn Dũng (SN 1987, trú Hà Nội), Phó phòng Bảo hộ công dân. 

Liên quan đến chủ các doanh nghiệp, Cơ quan An ninh điều tra cũng bắt tạm giam bà Hoàng Diệu Mơ (42 tuổi, trú tỉnh Quảng Bình), Tổng Giám đốc Công ty TNHH thương mại du lịch và dịch vụ hàng không An Bình; Nguyễn Thị Tường Vi (42 tuổi), Giám đốc Công ty TNHH tư vấn và đầu tư ATA Việt Nam; Nguyễn Thị Dung Hạnh (50 tuổi), Giám đốc Công ty TNHH G Việt Nam 19 tội Đưa hối lộ. 

Ngày 27/4, tại Hà Nội, Thường trực Ban Chỉ đạo Trung ương về phòng, chống tham nhũng, tiêu cực (Thường trực Ban Chỉ đạo) đã tổ chức cuộc họp dưới sự chủ trì của Tổng Bí thư Nguyễn Phú Trọng, Trưởng Ban Chỉ đạo.

Thường trực Ban Chỉ đạo thống nhất bổ sung vụ án xảy ra tại Cục Lãnh sự (Bộ Ngoại giao) vào diện Ban Chỉ đạo Trung ương về phòng, chống tham nhũng, tiêu cực theo dõi, chỉ đạo.

Ms. Nguyen Mai Anh (born in 1976, native of Quang Ninh), an expert in the International Relations Department of the Government Office; Ngo Quang Tuan (born in 1984, native of Hanoi), Specialist in International Cooperation Department, Ministry of Transport;

Tran Van Du (born in 1961, born in Thai Binh), former Deputy Director of the Immigration Department of the Ministry of Public Security; Vu Sy Cuong (born 1986, born in Hung Yen), former officer of the Immigration Department, Ministry of Public Security;

All four defendants mentioned above were prosecuted for taking bribes under Article 354 of the Penal Code.

The Investigation Security Agency also prosecuted and detained Bui Huy Hoang (SN 1988), an officer of the Preventive Medicine Department of the Ministry of Health on charges of fraud and appropriation of property; Nguyen Tien Manh (born in 1979, native of Bac Giang), Deputy Director of Vietnam Travel Trade and Tourism Joint Stock Company on the crime of giving bribes;

After the Supreme People's Procuracy approved, the Investigation Security Agency implemented the above decisions in accordance with regulations. The Investigation Security Agency continues to investigate and expand the case to strictly handle it according to regulations.

This is the latest development when the Investigation Security Agency expanded its investigation into the case of "Giving bribes, accepting bribes" that occurred at the Consular Department of the Ministry of Foreign Affairs, Hanoi and other provinces and cities. On July 25, the Investigative Security Agency of the Ministry of Public Security issued a decision to supplement the decision to prosecute the criminal case "Cheating to appropriate property".

Previously, at the end of January, the Investigation Security Agency decided to prosecute a series of defendants related to the case of Giving and receiving bribes that occurred at the Consular Department of the Ministry of Foreign Affairs and related units and localities.

In April 2022, Mr. To Anh Dung, Deputy Minister of Foreign Affairs was arrested for investigation on charges of accepting bribes. Also arrested with Mr. Dung were Mr. Pham Trung Kien (born in 1981, native of Thai Binh), an expert in the Department of Medical Equipment and Construction (Ministry of Health); Mr. Vu Anh Tuan (SN 1979, in Nam Dinh), former officer of the Immigration Department of the Ministry of Public Security.

Before Mr. Dung, a series of defendants at the Consular Department (Ministry of Foreign Affairs) were prosecuted and detained, including: Ms. Nguyen Thi Huong Lan (SN 1974, hometown of Hanoi), Director of the Department; Mr. Do Hoang Tung (born 1980, resident in Hanoi), Deputy Director of the Department; Mr. Le Tuan Anh (born 1982, hometown of Hung Yen), Chief of Office; Mr. Luu Tuan Dung (born 1987, resident in Hanoi), Deputy Head of Citizen Protection Department.

Regarding the business owners, the Investigation Security Agency also detained Ms. Hoang Dieu Mo (42 years old, residing in Quang Binh province), General Director of An Binh Commercial, Tourism and Aviation Services Co., Ltd; Nguyen Thi Tuong Vi (42 years old), Director of ATA Vietnam Investment and Consulting Co., Ltd; Nguyen Thi Dung Hanh (50 years old), Director of G Vietnam Co., Ltd. 19 counts of giving bribes.

On April 27, in Hanoi, the Standing Committee of the Central Steering Committee on Anti-Corruption and Negativity (Standing Committee) held a meeting under the chairmanship of General Secretary Nguyen Phu Trong, Head of the Party Central Committee. Steering committee.

The Standing Committee of the Steering Committee agreed to add the case that occurred at the Consular Department (Ministry of Foreign Affairs) to the category of the Central Steering Committee on anti-corruption, negative monitoring and directing.
