Khủng hoảng Ukraine: Nga chĩa mũi dùi vào Đức và Pháp

Nga tuyên bố Đức và Pháp đã khai tưt thỏa thuận hoà bình Minsk vốn giúp giải quyết cuộc khủng hoảng Ukraine.

Bộ trưởng Ngoại giao Nga Sergey Lavrov hôm 18-7 cho biết Đức và Pháp đã phá hoại thỏa thuận ngừng bắn năm 2015 kể trên tại vùng Donbass bằng cách "bảo vệ" sự không tuân thủ thoả thuận của Ukraine.

"Đức đang yêu cầu Nga đảm bảo sự toàn vẹn lãnh thổ của Ukraine nhưng một thỏa thuận như vậy được ký kết trước đó đã bị Berlin và Paris xóa sổ. Khi (Thủ tướng Đức) Olaf Scholz yêu cầu Nga ký thỏa thuận cho phép Ukraine đảm bảo sự toàn vẹn lãnh thổ và chủ quyền, mọi nỗ lực của ông ấy đều vô ích. Bộ trưởng Ngoại giao Nga lưu ý cựu Tổng thống Ukraine Petro Poroshenko từng thừa nhận "thỏa thuận Minsk không có ý nghĩa gì đối với Kiev và Ukraine chỉ sử dụng chúng để câu giờ".

Ông Lavrov cũng nhắc lại vào tháng 12-2019, Tổng thống Ukraine Volodymyr Zelensky có cơ hội thực hiện thỏa thuận Minsk tại Hội nghị thượng đỉnh được tổ chức ở Paris. The Russian Foreign Minister noted that former Ukrainian President Petro Poroshenko once admitted that "the Minsk agreements have no meaning for Kiev and Ukraine is only using them to buy time".

Lavrov also recalled that in December 2019, Ukrainian President Volodymyr Zelensky had the opportunity to implement the Minsk agreement at the Summit held in Paris. After negotiating with the leaders of Russia, Germany and France, Mr. Zelensky pledged to resolve the issues surrounding the special status of Donbas. "Of course, he did nothing and Berlin and Paris once again shielded him," Lavrov noted.

The Minsk Agreements include a series of measures aimed at curbing hostilities in the Donbas and reconciling the warring parties. The first step is a ceasefire and the withdrawal of heavy weapons from the front lines overseen by the Organization for Security and Cooperation in Europe (OSCE).

Germany and France have not yet commented on Lavrov's statement.

On July 17, German Chancellor Olaf Scholz called on the European Union (EU) to be more united on foreign affairs and security than ever in the face of Russia's special military operation in Ukraine.

He also stressed to the Frankfurter Allgemeine Zeitung newspaper that the West would not agree to lift sanctions on Russia if the Ukraine conflict was resolved under "conditions imposed by Moscow".
