Bộ Công an sẽ bổ sung mục nơi sinh trong hộ chiếu mới

Bộ Công an sẽ phối hợp với các bộ, ngành liên quan nghiên cứu để có thể bổ sung mục nơi sinh trong phần nhân thân của hộ chiếu mới.

Chiều 3/8, tại buổi họp báo Chính phủ thường kỳ tháng 8, phóng viên đề cập đến vấn đề Luật Xuất cảnh, nhập cảnh của công dân Việt Nam 2019 không quy định ghi nơi sinh trong hộ chiếu, Tổ chức Hàng không Dân dụng Quốc tế (ICAO) cũng cho phép ghi hoặc không. 

“Trước các phản ứng của một số nước vừa qua, Cục chức năng hay Bộ sẽ có động thái gì?”, phóng viên nêu câu hỏi với Trung tướng Tô Ân Xô, Chánh Văn phòng, người phát ngôn Bộ Công an.

Trả lời câu hỏi trên, Trung tướng Tô Ân Xô khẳng định hộ chiếu mới của Việt Nam tuân thủ các nội dung Luật Xuất cảnh, nhập cảnh của công dân Việt Nam 2019. Hộ chiếu mới cũng thỏa mãn các điều kiện, tiêu chuẩn của ICAO.

Theo Trung tướng Tô Ân Xô, rất nhiều quốc gia trên thế giới cũng không ghi mục nơi sinh trong hộ chiếu như Nhật Bản, Hàn Quốc, Thụy Sỹ, Mông Cổ, Ả Rập Xê Út…

“Hầu hết các quốc gia trên thế giới hiện nay vẫn công nhận hộ chiếu mới của Việt Nam. Hiện chỉ có một số nước như Đức, Tây Ban Nha, Séc tạm thời chưa công nhận hộ chiếu mới của Việt Nam do vướng một số yếu tố mang tính chất kỹ thuật”, Trung tướng Tô Ân Xô nói.

Trước vấn đề trên, để tạo điều kiện thuận lợi cho các công dân Việt Nam ra nước ngoài học tập, lao động, du lịch, Bộ Công an và Bộ Ngoại giao đang phối hợp cùng 3 nước Đức, Tây Ban Nha, Cộng hòa Séc để xử lý các vấn đề mang tính kỹ thuật.

“Tôi nghĩ rằng, trong thời gian rất sớm chúng ta sẽ giải quyết được. Nhưng trước mắt, để tạo điều kiện thuận lợi, Bộ Công an quyết định sẽ ghi bổ sung ở phần bị chú trong hộ chiếu mới nội dung nơi sinh của công dân mang hộ chiếu. Nếu cần thiết, công dân có thể đến Cục Xuất nhập cảnh, Cơ quan đại diện Việt Nam ở nước ngoài bổ sung thêm", Trung tướng Tô Ân Xô nêu rõ.

Trung tướng Tô Ân Xô cũng nêu rõ, Bộ Công an sẽ phối hợp với các bộ, ngành liên quan nghiên cứu các điều luật, quy định của pháp luật liên quan đến hộ chiếu để có thể bổ sung mục nơi sinh trong phần nhân thân của hộ chiếu mới.

Hộ chiếu mẫu mới được Bộ Công an cấp từ ngày 1/7, giữ nguyên kích thước so với hộ chiếu cũ, nhưng màu sắc ở trang bìa đổi thành xanh tím than và không thể hiện thông tin nơi sinh.

Từ ngày 27/7 đến nay, lần lượt Đại sứ quán Đức, Đại sứ quán Tây Ban Nha, Đại sứ quán Cộng hòa Séc tại Việt Nam thông báo dừng cấp thị thực vào hộ chiếu mẫu mới vì không thể hiện nơi sinh của người sử dụng.

Trong khi đó, Anh, Pháp thông báo công nhận hộ chiếu mẫu mới của Việt Nam.

Trước việc hộ chiếu mẫu mới bị nhiều nước từ chối cấp visa, Cục Quản lý Xuất nhập cảnh đang phối hợp cùng Cục Lãnh sự (Bộ Ngoại giao) giải quyết theo đường ngoại giao. Sau khi thống nhất về phương án, Cục Quản lý Xuất nhập cảnh sẽ báo cáo cấp có thẩm quyền để có hướng xử lý tiếp theo.

Theo tiêu chuẩn chung của ICAO, việc ghi nơi sinh trong hộ chiếu là “tùy chọn”. Dù giữ lại hay bỏ thông tin nơi sinh, ICAO khuyến cáo cơ quan cấp hộ chiếu phải xem xét mọi khía cạnh nhạy cảm liên quan quốc gia mình và liệu hộ chiếu này có được công nhận, cấp visa ở quốc gia khác hay không.

But in the immediate future, in order to create favorable conditions, the Ministry of Public Security has decided to add in the notes in the new passport the content of the place of birth of the passport holder. The new model passport was issued by the Ministry of Public Security on July 1, keeping the same size as the old passport, but the color on the cover changed to purple-blue and did not show the place of birth.

From July 27 to now, the Embassy of Germany, the Embassy of Spain and the Embassy of the Czech Republic in Vietnam, respectively, have announced that they will stop issuing visas to new passports because they do not show the place of birth of the person in question. use.

Meanwhile, the UK and France announced the recognition of a new model passport from Vietnam.

Before the new passport model has been refused by many countries, the Immigration Department is coordinating with the Consular Department (Ministry of Foreign Affairs) to resolve it through diplomatic channels. After agreeing on the plan, the Immigration Department will report to the competent authority for the next course of action.

According to the general ICAO standard, the place of birth in the passport is “optional”. Whether withholding or discarding birthplace information, ICAO recommends that passport authorities consider all sensitive aspects relevant to their own country and whether the passport is recognized and issued for a visa in another country.
