Tại kỳ họp thứ 4 (vào tháng 10) tới đây, căn cứ vào quyết định của cấp có thẩm quyền, Thủ tướng Chính phủ sẽ trình Quốc hội phê chuẩn nhân sự cụ thể theo thẩm quyền.

Sắp xếp bộ máy bên trong bộ ngành chắc chắn tinh giản biên chế

Thứ trưởng Nội vụ Trương Hải Long khẳng định: Quan điểm chung của Chính phủ từ đầu nhiệm kỳ nhất quán là sắp xếp tinh gọn tổ chức bộ máy các cơ quan nhà nước tinh gọn, hoạt động hiệu lực hiệu quả, giảm tối đa các tổ chức trung gian.

Vừa qua, Chính phủ, Thủ tướng Chính phủ đã chỉ đạo các bộ ngành quyết liệt trong việc rà soát, đánh giá, hoàn thiện chức năng, nhiệm vụ, quyền hạn và xây dựng phương án theo hướng tinh gọn, hoạt động hiệu lực, hiệu quả.

Thời gian qua, các bộ ngành phối hợp với Bộ Nội vụ rà soát lại bộ máy, đảm bảo các tiêu chí của các tổ chức, đặc biệt là các tổng cục theo quy định tại Nghị định 101/2020 và Nghị định 47/2021.

Trên cơ sở đó đề xuất báo cáo Ban Chỉ đạo Đổi mới, sắp xếp tổ chức bộ máy của Bộ, cơ quan ngang Bộ, cơ quan thuộc Chính phủ. Các Bộ, ngành đã tiếp thu ý kiến của Ban Chỉ đạo và hoàn thiện dự thảo Nghị định, trình Chính phủ ban hành.

Thứ trưởng Nội vụ cho biết, đến nay mới có một nghị định về tổ chức bộ máy của Bộ TT&TT. Các bộ ngành khác đang lấy ý kiến các thành viên Chính phủ và hoàn thành trong thời gian tới.

Ông Long cũng khẳng định, sau khi sắp xếp tổ chức bộ máy bên trong các bộ ngành, "chắc chắn sẽ tinh giản biên chế". Bởi vì theo chủ trương, khi tinh gọn tổ chức bộ máy thì sẽ giảm biên chế.

Về chế độ chính sách đối với cán bộ, công chức dôi dư trong quá trình sắp xếp, ông Long cho hay, Thủ tướng rất quan tâm và thường xuyên chỉ đạo các bộ, ngành khi xây dựng đề án cần coi trọng công tác tuyên truyền, vận động, làm tốt công tác chính trị, tư tưởng cho cán bộ, công chức, viên chức, người lao động trong quá trình sắp xếp, kiện toàn cơ cấu tổ chức của bộ, ngành mình.

Đồng thời, thực hiện tốt chế độ, chính sách đối với các công chức, viên chức dôi dư trong quá trình sắp xếp tổ chức bộ máy theo quy định hiện hành.

Theo ông Long, để sắp xếp, bố trí nhân sự dôi dư do thực hiện sắp xếp lại tổ chức, Chính phủ đã báo cáo Bộ Chính trị và Bộ Chính trị đã cho chủ trương.
