Theo ông Long, quy định của Luật tổ chức Chính phủ nêu rõ, bộ trưởng là người đứng đầu bộ, lãnh đạo công tác của bộ; chịu trách nhiệm quản lý nhà nước về ngành, lĩnh vực được phân công; tổ chức thi hành và theo dõi thi hành các vấn đề, lĩnh vực liên quan đến ngành trên phạm vi toàn quốc. Việc lựa chọn nhân sự làm bộ trưởng phải đảm bảo đúng các quy định của Đảng, Nhà nước về công tác cán bộ và theo quy trình, thủ tục luật định.
Luật Tổ chức Chính phủ hiện hành (khoản 5 Điều 28) quy định, trong thời gian Quốc hội không họp, Thủ tướng giao quyền bộ trưởng trong trường hợp khuyết bộ trưởng. Sau đó, Thủ tướng sẽ trình nhân sự bộ trưởng để Quốc hội xem xét phê chuẩn.

Tinh giản bộ máy sẽ giảm biên chế
Trả lời báo chí về việc sắp xếp tổ chức bộ máy bên trong các bộ ngành, Thứ trưởng Trương Hải Long cho biết quan điểm nhất quán của Chính phủ từ đầu nhiệm kỳ là sắp xếp bộ máy cơ quan nhà nước tinh gọn, hoạt động hiệu quả, giảm tối đa tổ chức trung gian.
Vừa qua, Thủ tướng đã chỉ đạo các bộ ngành quyết liệt rà soát, đánh giá, hoàn thiện chức năng, quyền hạn và xây dựng phương án sắp xếp tinh gọn. Các bộ, ngành đã phối hợp với Bộ Nội vụ làm công việc này, đảm bảo các tiêu chí, đặc biệt là đối với các tổng cục.
Đến nay, các bộ, ngành đã tiếp thu ý kiến của Ban Chỉ đạo Đổi mới, sắp xếp tổ chức bộ máy của bộ, cơ quan ngang bộ, cơ quan thuộc Chính phủ và hoàn thiện dự thảo nghị định, trình Chính phủ ban hành.
